Experts required

Infrastructure Expert (Team leader) - Category 1 with proven experience in ‘Building Resilient and Sustainable Communities’ programs. Expertise must include Civil works costings, project conceptualisation, design and implementation.

Qualifications and skills:
• A Masters' degree in one of the following fields: Project Management, Resilient Civil Construction, Urban Infrastructure Design and Engineering, Civil Engineering, or similar or equivalent.

General professional experience: At least 12 years' experience in the sector related to the lot.

Specific professional experience:
• At least 5 years of specific experience related to the evaluation, conceptualisation, design and construction of resilient urban infrastructures in areas such as roads, water and wastewater management, floods control, energy, infrastructure etc.

Human Resources Expert - Category 1 with proven experience in ‘Strengthening Civil Society’ programs. Expertise must include community support / outreach / engagement / education and human services skills, design, development and implementation of sustainable, socially just and inclusive programs that promote community empowerment and wellness.

Qualifications and skills:

• A Masters' degree in one of the following fields: Social Sciences and Development, Urban Studies, or equivalent.

General professional experience: At least 12 years' experience in the sector related to the lot.

Specific professional experience:
• At least 5 years of specific experience related to the conceptualisation, design, development and implementation of resilient models of community needs development through the effective involvement of civil society organisations, community outreach programs and the services that are necessary.

LOT 2 - Infrastructure, sustainable growth and jobs

The Contracting Authority is the European Union, represented by the European Commission on behalf of the Government of Curaçao.

Language skills

Excellent oral and writing skills in English - the language of the contract shall be English. All documents prepared by the consultants shall be submitted in English.
At least one of the experts should be proficient in Dutch. If none of the experts is fluent in Dutch, they can use the services of an interpreter.

Global objective

The objective of this assignment is to provide Technical Assistance to the Government of Curaçao in the programming of the 11th EDF. Technical Assistance towards the programming of the 11th EDF was previously provided to the Government of Curaçao during the period 2015-2016 under the TCFIII 10th EDF for an amount of € 124,000. This contract was deemed to have been fully concluded. However, only the Summary sheet was officially submitted by the Government and approved by the Commission.

Specific objectives

Assist the Government of Curaçao to programme and formulate the 11 EDF, including an assessment of the sector intervention, a consultation of stakeholders and the drafting of the programming and the action document. All EU funded actions will promote the cross-cutting objectives of the EC: environment and climate change, rights based approach, persons with disability, indigenous peoples and gender equality.

Expertise required

Globally, the team shall consist of experienced experts with recognized skills and knowledge in the area of infrastructure with links to actions related to renewable energy. The Consultants must possess the analytical skills and meet the requisite university qualifications, as requested for their category.

All experts shall have the following skills:
1. Excellent knowledge of EDF programme and project formulation, implementation guidelines and requirements.
2. Computer literacy and proficiency in MS Office.
